Citizen Guide

Citizen participation is a critical element to producing a meaningful and effective plan. However, with so many agencies involved in the transportation planning process, it can often be confusing as to the roles and responsibilities of each agency. To aid the general public in understanding the purpose and functions of the Regional Planning Commission, as the Metropolitan Planning Organization (MPO) for the region, RPC has produced The Citizens’ Guide to Transportation Planning. This briefing booklet provides information about the documents which guide our transportation planning process, how an idea progresses from concept to construction, and how citizens can become involved in the planning process.
