New Orleans Medical District
Strategic Integration Plan, Final Report 2008

The RPC recently published the New Orleans Medical District Strategic Integration Plan which builds upon the 2007 New Orleans Regional Biosciences Initiative; facilitated and prepared by Eva Klein & Associates, a nationally renowned consulting practice specializing in knowledge-based economic development.

The New Orleans Medical District Strategic Integration Plan provides for a physical development blueprint for the heart of the Medical District which is often referred to as the New Orleans Regional Medical Complex (NORMC); it is approximately bounded by Poydras Street, S. Galvez Street/S. Rocheblave Street, Canal Street, and Loyola Avenue.

The Strategic Integration Plan details existing conditions and summarizes past campus-planning efforts. Particular attention is paid to analyzing existing and future land use, transportation and infrastructure conditions for all medical campuses to provide for a more seamless integration with the downtown area and adjacent communities.

The release of this Strategic Integration Plan is expected to help inform the City of New Orleans master planning and comprehensive zoning ordinance (CZO) updates.

The Greater New Orleans Biosciences Economic Development District

In the New Orleans metropolitan area the biosciences and healthcare industries offer an opportunity to foster a culture that embraces the knowledge-based economy. The Regional Planning Commission (RPC) in collaboration with a myriad of public and private entities, has created a strategic plan for growing the biosciences.

The plan focused on the need to form a regional biosciences collaborative (the New Orleans Regional Biosciences Initiative—NORBI) and a physical economic-development district charged with growing biosciences investment—the Greater New Orleans Biosciences Economic Development District (GNOBEDD).

A geographic cluster of biosciences and healthcare assets is imperative to creating an environment that nurtures innovation through the cross-fertilization of ideas and collaborations. Retention of the healthcare industry and investment in New Orleans ’ medical district are essential in strengthening innovation practices that produce businesses, jobs, and wealth for the region.

The NORBI Vision The New Orleans Regional Biosciences Initiative—NORBI is a regional collaborative of public and private biosciences stakeholders who seek to educate the region about the biosciences/healthcare industry. At its core is GNOBEDD a discrete geography responsible for regional biosciences growth and urban-place redevelopment.
