Comprehensive Climate Action Plan RPC Task No. EPACPRG Revised Request for Proposals
Notice is hereby given that the Regional Planning Commission (RPC) is issuing a Request for Proposals (RFPs) for the following project:

NOTE: This is a revised RFP that replaces a previous RFP under the same RPC Project Number. Key information and requirements in this RFP are different than the previous RFP. Proposers should carefully review the current notice, scope of work, and other associated documents. Firms that submitted proposals under the previous RFP that wish to be considered for this RFP must submit new, complete proposals that comply with the instructions in this notice.
The purpose of this project is to complete a Comprehensive Climate Action Plan (CCAP) in compliance with the Environmental Protection Agency’s Climate Pollution Reduction Grant planning grant program (https://www.epa.gov/inflation-reduction-act/about-cprg-planning-grant-information).
Proposers are required to provide a proposed scope-of-work that does not exceed $335,000 in total costs, and explains the approach to proposed tasks/activities; timelines; deliverables/performance measures; and costs per tasks/activities with administrative costs, including profit, clearly detailed. The consultant will submit a completed Modified Form DOTD 24-102, that is linked here: https://www.norpc.org/wp-content/uploads/2024/07/MODIFIED-24-102-DOTD-Form-7.23.24.pdf. Submit your proposal and the Modified Standard Form DOTD 24-102 on electronic media (or via email) as a single PDF file for prime and sub-consultants (one copy) along with one hard (paper) copy of the completed 24-102 forms.
