SS4A: Path to Zero Action Plan – Tracking

Overview

The 2021 Infrastructure Investment and Jobs Act (IIJA) established the Safe Streets and Roads for All Program (SS4A) to support regional and local efforts to achieve the goal of zero roadway deaths.  The NORPC Path to Zero Safety Action Plan was made possible by an SS4A regional Planning Grant.  Plan development began in November of 2023 and was completed in December 2024.  Through an analysis of crash data, public and stakeholder input, and an assessment of best practices, the Path to Zero Safety Action Plan identifies locations and strategies to improve the transportation networks safety.  With the completion of the plan, local governments can seek further funding opportunities to implement the strategies and projects that are outlined within the plan either by pursuing SS4A implementation funding, or by using traditional funding programs.

Targets

A requirement of the Safe Streets and Roads for All Program is an official public commitment (e.g. resolution, policy, ordinance) by a high ranking official and/or governing body to an eventual goal of zero roadway fatalities and serious injuries.  The commitment must include a goal and a timeline for eliminating roadway fatalities and serious injuries achieved through one, or both, of the following:

  1. The target date for achieving zero roadway fatalities and serious injuries, or
  2. A percentage reduction of roadway fatalities and serious injuries by a specific date with an eventual goal of eliminating roadway fatalities and serious injuries.

For the NORPC Path to Zero Safety Action Plan, the adopted goal is:
“Eliminate serious injuries and deaths from roadway crashes by 2045 to ensure safety for all users of the transportation system.”

So far, Tangipahoa and St. Tammany Parishes have adopted this plan.

The graphs below show the baseline data and the 2045 target. The analysis used crash data from 2017–2021, which is why the “Actual” line begins in 2021. Data points after 2021 represent newly reported crash data collected since the plan’s completion. The graphs will be updated annually to track progress toward the 2045 goal.

Implementation Project Tracking and  Updates

As projects or initiatives outlined within the plan are funded and implemented, progress will be tracked.  There are no updates currently.
