Public Notice and Certification to Convene Virtual May Board Meetings (in accordance with RS:42.17.1 and Proclamation 79 JBE 2021)

The Board of Commissioners of the Regional Planning Commission of Jefferson, Orleans, Plaquemines, St.
Bernard, St. Charles, St. John the Baptist, St. Tammany and Tangipahoa Parishes (hereinafter known as the
RPC), and the Transportation Policy Committee thereto, have scheduled Regular Monthly Meetings for
Tuesday, May 11, 2021.

On March 02, 2021, the Governor of Louisiana issued Proclamation 29 JBE 2021, declaring a Public Health
Emergency in response to the COVID-19 outbreak in Louisiana. Whereas RS 42.17.1, and additional measures
to ensure public safety and limit the spread of COVID-19 were further enacted on January 15, 2021 by
Proclamation 18 JBE 2021 which provides for public meetings via telephone and video conferencing in the
event of an emergency proclamation by the Governor.

The Chair of the Board of the RPC and the Transportation Policy Committee thereto hereby certifies that in
order to protect the welfare of the citizens of Louisiana, and in order to ensure the presence of a quorum of
board members, which would otherwise not be possible under the present circumstances, it is necessary to
conduct meetings on Tuesday, May 11, 2021 in a virtual setting. Therefore, in accordance with Proclamation 79
JBE 2021 and RS 42:17.1 and in consideration of the safety and well-being of the Boards’ members, staff, and
communities directly impacted by the COVID-19 Public Health Emergency, the Boards’ May meetings will
convene remotely, via teleconferencing or videoconferencing

Further, and pursuant to the mandates of LA RS 42:17.1(A)(2) the Chair of the Board of the RPC and the
Transportation Policy Committee certifies that the agenda of said meeting is limited to items enumerated under
RS:42:17.1(2)(a-c). Agenda items introduced pursuant to RS:42:17.1(A)(2)(d) will be subject to approval by
the Board by a two thirds vote prior to a vote for adoption.

Meetings on Tuesday, May 11th will begin at 12:30p.m. and will be livestreamed using the GoToWebinar.com
platform. Public comments will be accepted during the livestream through the use of the chat feature. Agendas
for the meetings, as well as the public link to access the livestream of the meetings will be posted on the
respective Board website and distributed to our public notification list, no later than 9:00 a.m. on Monday, May
10th, 2021.
