Barton Avenue (LA 3060) Corridor Bicycle and Pedestrian Accessibility Study (US 90 to LA 18)

Project Description

The Regional Planning Commission (RPC), in coordination with St. Charles Parish (SCP), is conducting a feasibility study of the Barton Avenue (LA 3060) corridor between US 90 and LA 18 in Luling, LA to identify improvements that enhance safety, accessibility, mobility, and quality of life for all users. Building upon recommendations from the 2019 St. Charles Parish Comprehensive Pedestrian and Bicycle Master Plan, the study will evaluate potential roadway, pedestrian, bicycle, traffic calming, streetscape, drainage, and resilience improvements to strengthen connections between residential areas, commercial destinations, and the Mississippi River Trail. Consistent with Complete Streets principles and the goals of the Infrastructure Investment and Jobs Act (IIJA), the study will develop recommendations that support a safer, more connected, and multimodal transportation corridor.  The project corridor is Barton Avenue located between the intersections of US 90 and LA 18.   The corridor length is approximately 0.90 miles. Adjacent corridors to be evaluated in the study area include Davis Drive between LA 18 and Rex Street.

Purpose and Need

The purpose of this study is to identify feasible pedestrian, bicycle, and Complete Streets improvements along the Barton Avenue (LA 3060) corridor between US 90 and LA 18 in Luling, while evaluating connections to adjacent corridors and the Mississippi River Trail. The study is needed to address the lack of safe, ADA-accessible multimodal infrastructure along this heavily traveled corridor, which is constrained by narrow travel lanes and limited right-of-way, particularly south of the Union Pacific Railroad crossing. Previous planning efforts identified the corridor as a critical north-south connection between residential areas, commercial destinations, and recreational facilities, creating a need for improvements that enhance safety, accessibility, and mobility for all users.

Get Involved

Community input is an important part of the Barton Avenue Bicycle and Pedestrian Feasibility Study. The community is invited to participate in two public meetings throughout the study. Public Meeting #1 – Conceptual Plan Development will provide an opportunity to learn about the project, review existing conditions and preliminary concepts, and share your ideas, concerns, and priorities for providing a bicycle and pedestrian connectivity along Barton Avenue. Following the evaluation and prioritization of the concepts, Public Meeting #2 – Prioritization & Feasible Alternatives will present the feasible alternatives and provide another opportunity for the community to review the recommendations and provide feedback. Your participation will help shape the development and evaluation of improvements that reflect the needs of the Barton Avenue community.
