The Regional Planning Commission frequently posts requests for proposals (RFPs) for projects that help shape the growth of the region. Please thoroughly read through the RFP before you submit your response to ensure that your organization is a good fit for the task that is outlined.

Notice is hereby given that the Regional Planning Commission is issuing a Request for Proposals (RFPs) for the following project.

Flood Risk Assessment:
Geospatial Dataset Development
 

The purpose of this work effort is to engage a qualified entity or team to develop geospatial data sets that can be used to undertake a Pluvial Flood Risk Assessment for the RPC region.

Proposers are required to provide a proposed scope-of-work that does not exceed $450,000 in total costs, and explains the approach to proposed tasks/activities; timelines; deliverables/performance measures; and costs per tasks/activities with administrative costs, including profit, clearly detailed. Credit for DBE participation will be limited to the firms certified pursuant to the Louisiana Unified Certification Program.  For convenience, DOTD provides a list on its website (http://www8.dotd.la.gov/UCP/UCPSearch.aspx) of firms that have been certified as eligible to participate as DBEs on US DOT assisted contracts.

The consultant will submit on Modified DOTD Form: 24-102 RPC Request for Proposals “Proposal to Provide Consultant Services”, for the prime and each sub-consultant.   Submit your qualifications on the Modified DOTD Form: 24-102 on a CD (or via email) as a single PDF file for all forms (prime and sub-consultants) AND one paper copy of your qualifications. Scope of Work

Notice is hereby given that the Regional Planning Commission is requesting qualification statements from firms interested in submitting proposals for the following project.

Stage 0 Feasibility Study
Barton Avenue (LA 3060) Corridor Bicycle and Pedestrian Accessibility Study (US 90 to LA 18)
Luling, Louisiana
RPC Task No. A-1.26STC; FY-26 UPWP

 The purpose of this study is to identify conceptual and feasible pedestrian improvements that can be undertaken along and/or adjacent to the heavily trafficked Barton Avenue (LA 3060) between US 90 and LA 18 in Luling.

This is a negotiated lump sum contract with a compensation range between $125,000 to $145,000. All interested firms are invited to submit their qualifications for undertaking the above study. The scope of work and Public Notice are available on the RPC website at http://www.norpc.org/requests_for_proposals.html. A minimum DBE participation rate of 21% is required for this project. Scope of Work

STAGE 0 FEASIBILITY STUDY
Barriere Rd. Corridor
Plaquemines Parish
(RPC Task A-3.26PPG; FY-26 UPWP NO UA) 

The purpose of this study is to update the planning parameters for modifying Barriere Road, including extension of its current alignment to Walker Road and potentially other, currently unimproved roads in the area south of the Naval Air Station Joint Reserve Base New Orleans (NASJRB); and determining high level implementation costs associated with said effort in order to facilitate alternative routing within the Belle Chasse area of Plaquemines Parish.

This is a negotiated lump sum contract with a compensation range between $150,000 to $170,000. All interested firms are invited to submit their qualifications for undertaking the above study. Procedure

IN GENERAL, consultant selections are made at the first Regional Planning Commission (RPC) meeting that follows the submittal due date. RPC meetings are held on the second Tuesday of each month. Following each meeting, any consultant selections will be posted to this website. For a link to selections, see below where “Contracts Awarded” are listed by fiscal year and meeting date. Beginning April 9, 2019, in addition to indicating which firm was awarded a specific project, the top three firms will also be shown in alphabetical order.

Unified Certification Program and DBEs

The Regional Planning Commission participates in a Unified Certification Program (UCP), as required by 49 CFR Part 26.81. All DBEs wishing to be recognized by RPC must be registered members of the Louisiana UCP.
