Notice is hereby given that the Regional Planning Commission is requesting qualification statements from firms interested in submitting a proposals for the following projects:


St. Charles Parish Comprehensive Pedestrian and Bicycle Master Plan (CPBP)
St. Charles Parish, Louisiana

RPC Project No. SCPBMP1

Scope of Work

The purpose of this project is to prepare the St. Charles Parish Comprehensive Pedestrian and Bicycle Plan (CPBP) to address existing deficiencies and to assess further expansion of walking and bicycling infrastructure making the Parish a safer place for these activities.

This is a non-negotiated, lump sum contract in the amount of $220,000. All interested firms are invited to submit their qualifications for undertaking the above study. A minimum DBE participation rate of 21% is required for this project.

“Safe Streets for Everyone” – A Transportation Safety
Campaign for Orleans Parish, Louisiana

Scope of Work

The purpose of this safety initiative is to engage a wider group of stakeholders, including low income and racially diverse communities, in the community participation process in order to educate the public and especially at risk populations (Latino and African American) about safe travel practices and laws governing motoring, cycling, and pedestrian safety.  

This is a non-negotiated, lump sum contract in the amount of $565,100 (includes $215,000 for media buys and safety equipment purchases). All interested firms are invited to submit their qualifications for undertaking the above study. A minimum DBE participation rate of 21% is required for this project.

The purpose of this study is to develop conceptual layouts and site renderings, including parking, traffic estimates and access, bicycle and pedestrian access, a utility plan, zoning constraints and proposed conceptual improvements for a four to five acre site in West End at the 17th Street Canal.

This is a non-negotiated, lump sum contract in the amount of $50,000. All interested firms are invited to submit their qualifications for undertaking the above study. A minimum DBE participation rate of 21% is required for this project.
